Definition: What this fraud dispute means is that either a card holder or a card issuer is challenging the validity for a specific card not present transaction, because either the merchant or the acquirer did not use the AVS, nor did he or she obtain and submit the necessary CID from the card holder. The issuer is in charge of providing some form of compelling evidence which shows that the acquirer or the merchant did not use the AVS, nor did he or she obtain and submit the necessary CID from the card holder in connection with the card sale in question.
